Users of GSPM may already use "modules" in their setup. GSPM now is thinking only it can use modules.

The problem is that it can load some dot files that are not created with gspm rules, so, there can be missing:

 - required packages
 - some environment?
 - the path where a package is installed in PACKAGE
 - the version in PACKAGE_VERSION
 - the GSC_FLAGS like -DUSE_PACKAGE
This "rules" should not be relied on anymore.
